Reason (target, resolving problems, etc.):
In the cases of optional params in a function type, the type of the parameter is not checked correctly.

Description:
Fix the subtype check, and fix erroneous code

Test scenarios (new, modified, affected functions):
All required pre-merge tests passed. Results are available in the ggwatcher.
